The Katy Development Authority (KDA) is a nonprofit local government corporation created by the City of Katy to promote economic development and administer transportation and infrastructure improvement projects that support the City's growth and mobility goals. KDA works in partnership with the City to plan, finance, and implement roadway, drainage, and other public improvement projects that enhance transportation, accessibility, and economic development throughout the community.
KDA is primarily funded through Metropolitan Transit Authority of Harris County (METRO) General Mobility Program funds and TIRZ No. 1. Rather than participating in METRO transit services, the City receives a portion of local sales tax revenues through the General Mobility Program, which KDA utilizes to fund eligible transportation and infrastructure projects benefiting Katy residents and businesses. These funds have been used for projects including roadway expansions, intersection improvements, traffic signals, and major mobility corridor enhancements throughout the City.
