Civic Access Site
The City of Katy Civic Access Site is now available for online permit application submittals, payments, and inquiries.
To register for an account, please visit our Civic Access Site.
In the upper right-hand corner, click “guest” and select “register”. Enter the email address that you have on file with us that was provided on your contractor registration application. You will receive an email with a confirmation link. Click on the link to confirm. Enter your login information and complete the personal info and address information page.
Anyone will be able to do a search of public records on the site without having to register as a contractor or homeowner. This type of search will show limited information.
Application Submittals
- Please be sure the applications are completely filled out and signed by the license holder, if applicable. To ensure all commercial permits are complete, please refer to the Commercial Plan Submittal Requirement checklist prior to submitting your application. For any questions related to commercial permitting, please contact commercialpermits@cityofkaty.com.
- Once the applications are processed, you will be notified by email to make the payment online through the Civic Access Site. A copy of the permit will need to be posted at the job site.
- It is important that all submittals are complete and sufficient for review. If a submittal is lacking any information, you will be informed by email of the deficient items.
- To avoid issues with your application, please use Adobe Reader to electronically complete any forms. Adobe Reader can be downloaded for free here.
- Permit applications that are not currently available on the Civic Access Site, must be submitted by email to katypermits@cityofkaty.com. All applications and forms are available for download in the list at the bottom of this page.
Texas Heritage Marketplace
The City of Katy is pleased to welcome the Texas Heritage Marketplace development to our community.
Please note that the City of Katy’s role in this project is limited to ensuring that all contractors are properly registered and that required building, water, and sewer tap applications are submitted and approved prior to the commencement of construction. The City will not be conducting inspections for this development.
All plan reviews and inspections will be performed by SAFEbuilt, the City’s third-party plan review and inspection provider. Information regarding applications, trade permits, and the permitting process is provided below.

Third-Party Plan Backup Power Installations (SB 1202)
Senate Bill 1202 allows certain qualified third-party professionals to independently review development documents and conduct inspections for home backup power systems in single-family and two-family dwellings, effective September 1, 2025. This bill authorizes certain individuals to conduct a third-party plan review and/or inspect a home backup power installation, as defined in Section 247.0025 of the Texas Local Government Code.
