The City Secretary is designated as the City’s Records Management Officer by City Ordinance and is responsible for the care and maintenance of all City records, including all City Council minutes, agendas, ordinances, resolutions, deeds, easements, plats, contracts, and historical information.

As part of this role, she develops and administers the records retention and destruction policy, monitors the records storage area, and oversees the control of electronically stored records. Additionally, the City Secretary acts as the Public Information Officer for the Emergency Operations Center and manages requests for City records under the Texas Public Information Act.  If you need to view or obtain copies of public information in the custody of the City of Katy, you must submit a written request or use our online portal: Open Records Request, you may also send it to the attention of the City Secretary via in person, mail, fax or email at orr@cityofkaty.com. When obtaining copies of public information, please be aware that there may be fees associated with providing the information.

Becky L. McGrew has served as the City Secretary for the City of Katy since October 2019, following five years as Assistant City Secretary. She holds an Associate Degree in Paralegal Studies from South Plains College and is both a Texas Registered Municipal Clerk (TRMC) and a Certified Municipal Clerk (CMC) through the International Institute of Municipal Clerks (IIMC).

Becky currently serves as President of the Texas Municipal Clerks Association (TMCA) Salt Grass Chapter. She has taught a course on Council Relations and has contributed to numerous TMCA committees, including the Election Ad Hoc Committee, Membership Committee, and Resolutions Committee. Her leadership also extends to regional service on the Audit, Banquet, Bylaw Review, Policy & Procedure Review, Public Information Act, and Scholarship Committees. Becky was recently featured on the TMCA Podcast “Governance In-Sync: Inside Clerk-Attorney Collaboration,” highlighting her expertise in municipal governance.

Before joining the City of Katy, she worked for more than 12 years as a paralegal and deputy court clerk, gaining extensive experience in legal processes and public service.

Originally from Lubbock, Texas, Becky now proudly considers Katy, Texas her home. She remains active in the community through volunteerism and service, including supporting educational initiatives in the Katy Independent School District as a proud member of Foundation Forty, the volunteer team for the Katy ISD Education Foundation. She also enjoys serving at her church, Katy Community Fellowship, and participating in various local programs that strengthen civic engagement, enrich student experiences, and promote community pride.
