TO ALL MUNICIPAL ELECTION CANDIDATES:
The information provided here for Candidates Packet is designed to acquaint you with applicable City of Katy regulations, as well as with legal requirements of the Texas Ethics Commission (TEC) pertaining to campaign contributions and expenditures. The Texas Secretary of State (TXSOS) is the Chief Election Officer for the State of Texas and their Elections Division provides assistance and advice on the proper conduct of elections. While there is a vast amount of forms and information included herein, please understand that this is not exhaustive of all laws, rules and regulations applicable to municipal campaigns. It is the duty of the candidate/officeholder to become familiar with and follow same.
The role of the City Secretary's Office is to conduct the local election by serving as Early Voting Clerk, Elections Administrator and Custodian or Records. This office accepts and files all candidate applications, affidavits, and statements required of candidates, and notes the dates of filing thereon and retains them in accordance with the Texas State Library Archive Commission's Retention Schedules. All these forms are considered public information and open to inspection by the public. While we are honored to serve as notary for any in-person filings there is no legal duty to inform anyone of the necessity of, deadlines for filing, or to advise anyone in regard to sufficiency of filings or how to execute same. City of Katy May 2, 2026 General Officers' Election
The 2026 Regular Officers' Election will be held Saturday, May 2, 2026, if called. The following positions are up for election and will appear on the ballot for a three-year term:
- Councilmember At-Large (Office currently held by Chris Harris)
- Councilmember Ward A (Office currently held by Janet Corte)
- Councilmember Ward B (Office currently held by Rory Robertson)
Qualifications for City of Katy Candidate's/Officeholders
This Council shall consist of one Councilmember elected from the City At large and four Councilmembers elected from the Wards established by the City designated within the City as Ward A., and Ward B.; the Councilmembers shall be elected two from Ward A., and two from Ward B., and one At-Large. The candidate for Councilmember from a Ward shall reside in the Ward for which he seeks election. The candidate for Councilmember must be a citizen of the United States, at least twenty-one (21) years of age, a qualified voter residing within the City for at least twelve (12) months prior to his election. He shall not hold any other public office.

Texas Secretary of State: Candidacy Filing - Local Political Subdivisions Note: This outline addresses the general requirements for candidacy for local political subdivisions such as cities, school districts, water districts, hospital districts, etc. All sections refer to the Texas Election Code unless otherwise cited.
Please submit the following when filing for place on the City of Katy Regular Officers' Election Ballot:
- FORM CTA (1/1/2026) - Appointment of a Campaign Treasurer by a Candidate (Texas Ethics Commission)
If you do not have an appointment on file, you will need to submit with your Form 2-26. Please note Form CTA is required to be filed before you file an application for a place on the ballot, raise or spend any money for your campaign, or announce your candidacy. File Form CTA with the City Secretary, as applicable. - FORM 2-49 (7/2025) - Application for Place on the Ballot (Texas Secretary of State)
Please provide all requested information. The loyalty oath is included on this form and must be signed in the presence of a Notary. The City Secretary's Office will serve as a Notary for these forms free of charge. - FORM 2-55 (07/2025) - Declaration of Write-In Candidacy (Deadline 02-13-2026 by 5p.m.) Notes
- FORM CFCP (1/1/2021) - Fair Campaign Practices Act (Texas Ethics Commission)
This form is produced by the Texas Ethics Commission.
Subscription to the Code of Fair Campaign Practices is voluntary; however, you are encouraged to do so. This form may be filed upon submission of Campaign Treasurer Appointment Form (CTA).
- Voter Registration Certificate
Proof of Voter Registration is required to qualify for this office; if the VUID is not provided on the ballot (optional) please bring a copy of your Voter Registration Certificate.
It is the candidate's responsibility to become familiar with the law applicable to campaigns for office. While the candidates may certainly expect the City Secretary's Office to be able to advise them when reports are due, the duty of the City Secretary's is limited to serving as a notary, accepting and filing the various applications, affidavits and statements by noting the date and time of the filing thereon. Please remember that these documents are public records and open for inspection by any person. The application and all candidate filings related to this election will be posted on the website for transparency.
The period to apply for place on the ballot for the 2025 General Officers' Election is:
Wednesday, January 15, 2025 at 8:00 a.m. to Friday February 14, 2025 by 5:00 p.m. Note: Our offices are open Monday - Friday from 8:00 a.m. to 5:00 p.m., not including holidays. In addition, please account for time to complete the application oath and notarization when filing; any incomplete filing, even if in the process at 5:00 p.m. would be considered incomplete and rejected.)
These forms, instructions and laws are part of the regulations and filings you will need as a candidate and officeholder. Please note that this is not all encompassing and it is the responsibility of the individual, and not the City, to be knowledgeable and timely for all filing and requirements.

Local filers who must file with a Local Authority include those running for and/or holding an office that may include county offices (county commissioner, tax assessor/collector, constable, justice of the peace, sheriff, etc.), city offices (mayor, council member, secretary, etc.), or political subdivision offices (school board, community college trustee, municipal utility district, water district, etc.), and all Specific-Purpose PACs that support or oppose any of these candidate/officeholders or that support or oppose a measure in a local election. Please note that campaign signs cannot be placed in the medians, at intersection corners, on traffic islands, attached to utility poles, traffic signal poles, or on public property. They should also not be placed on private property without the permission of the property owner.
Candidates will be notified of any complaints received; Public Works and/or Code Enforcement will investigate if the signs are in violation and then the candidate will have 48 hours to remove any signs in question.

City of Katy Resolution No. 1127 - Electioneering Signs (Size requirements; time period for city facility polling places)
Signs in violation of this policy on City Property designated as polling location will be removed immediately and stored for pick-up by candidate (or representative for candidate party) for 30 days before disposal.
