The Finance Department is responsible for the collection, investment, and disbursement of all city funds, preparing the annual budget and comprehensive annual financial report, processing the city’s payroll, monitoring city purchases, and administering the city’s depository agreements and transactions.
Other duties of the department include providing managerial, analytical and administrative support to all departments; administering the city’s cash management and investment program; coordinating the capital improvement program; account for resources used to service the principal and interest of the city’s outstanding bond obligations, as well as ongoing bond disclosure reporting; and maintaining records of the city’s fixed assets.
Utility Billing
The Utility Billing department manages utility billing and provides customer support, administration and revenue collection for utility bills.

Finance Director
Lian Carandang was appointed as the Finance Director in 2026 after previously serving as the City's Controller. She is a Certified Public Accountant (CPA) and holds a Bachelor of Business Administration in Accounting from the University of Houston-Downtown.
Prior to joining the City of Katy, she served as a public-sector financial auditor for 6 years, specializing in governmental entities, including cities, counties, school districts, and other special-purpose governments, across the state of Texas. Her background includes extensive experience with Governmental Accounting Standards Board (GASB) standards, governmental financial reporting, fund accounting, and the technical requirements unique to local government finance.
