Duties and Responsibilities
The Permit and Building Services Division is responsible for administering building permits, coordinating plan review, and providing inspection services. The division establishes and enforces minimum construction standards to promote safe development within the community while ensuring compliance with applicable zoning regulations, building codes, and ordinances.
A building permit is required for most types of construction and property improvements, including new construction; remodeling and roofing; installation or replacement of heating and air conditioning systems; and electrical and plumbing work. Permits are also required for swimming pools (in-ground and above-ground) and hot tubs; storage buildings, carports, garages, and workshops; sidewalks, driveways, patios, and irrigation systems; water heaters; and any work involving the addition or removal of walls. In addition, permits are required for demolition projects, house moving, and the placement of mobile homes.
The City of Katy has adopted the 2021 International Building Codes and the 2023 National Electrical Code.
Building Permit Application Process
The City of Katy Building Department is pleased to announce the launch of our new Civic Access Site.
This online portal provides residents, contractors, and developers with convenient 24/7 access to Building Department services. Through the Civic Access Site, users can:
- Apply for permits online
- Submit plans electronically
- Pay invoices securely
- Track permit and application status in real time
- Schedule and view inspection results
- Access permit and project information
To access the Civic Access Site, users must first create an account. Once registered, you will be able to manage your projects and monitor their progress from any computer, tablet, or mobile device.
We are excited to offer this enhanced service and look forward to providing a more efficient and user-friendly experience for our community.
User Account Registration:
Contractors and homeowners will need to register on the portal using the same email address that was given when they registered their company or applied for a permit. Once you have successfully registered, you will then have access to see your permits and inspections that have been scheduled and to pay any fees due.

- In the upper-right corner of the page, click "Guest" and select "Register."
- Enter the email address that is on file with the City and was provided with your contractor registration application.
- You will receive a confirmation email. Click the link in the email to verify your account.
- Create your login credentials and complete the required personal and address information.
Important: Each company may register only one account. If your company has multiple superintendents or authorized users, the company will need to share its login credentials with those individuals. This will allow all authorized users to access permit and inspection information associated with the company.
Public Records Search
Anyone may search public records through the Civic Access Site without registering as a contractor or homeowner. However, public searches will display limited information only.

Payment
The City accepts cash, check, and credit card payments. A convenience fee of 3.95% or $3.00 (whichever is greater) will be applied to all permit fees paid by credit card, whether online or in person.
