Paul Follis is a native Houstonian who was raised in the Alief area, not far from Katy. After graduating from Alief-Elsik High School in 1982, he began a life-long commitment to service when he joined the United States Marine Corps. In 1986, after his military enlistment, Paul began a 34-year career in Law Enforcement, until his retirement from the Houston Police Department in 2021, where he retired as a Captain.  He has a Bachelor’s Degree in Organizational Leadership from Mountain State University, as well as a Master’s Degree in Security Management from The University of Houston-Downtown.

Paul met his wife, Rebecca, who was also employed by the Houston Police Department, in the early 1990’s. They were married in 1996 and moved to the Greater Katy Area to start their family. Their 3 children attended Katy ISD schools. In 2014, the Follis family built their home in The Falls at Green Meadows, inside the City of Katy.

After his retirement in 2021, Paul continued his commitment to service by serving on the City of Katy’s Planning and Zoning Commission and the Convention and Tourism Board, as well as several advisory groups. He continues to volunteer on many City of Katy events, such as the Rice Harvest Festival.  In addition to volunteering with the city, he has also been an active member of St. Edith Stein Catholic Church, and more recently, at St. Bartholomew Catholic Church, where he has been a member of the Stewardship Council, the Eucharistic Ministry, the ACTS Ministry, and the Knights of Columbus.
